HISTORICAL NOTE : The Duxbury Taxpayers' Association was formed in Oct. 1977 to address concerns over ever increasing property taxes. The association had a paid membership with a board of directors. The membership was open to any registered voter in, or any person assessed for a property tax by the Town of Duxbury. Because the by-laws did not provide for disbandment, the board voted to enter a “Period of Reduced Activity” in 1997.

The mission of the Duxbury Taxpayers' Association was 2-part: “To promote non-partisan interest in and study of the fiscal activities of Town Government that may affect the taxpayers of Duxbury” and “To strive to assist in procuring the greatest possible efficiency at the lowest practical cost.”

The DTA was influential in the formation of an Enterprise Plan for the Water and Cemetery Departments; the formation of a Charter Commission; the in-depth analysis of the Gurnet Road sewer project; and the Town Manager Study. It published information on the major warrant issues and worked to encourage voter participation in Town Meeting throughout its existence.

CONTAINER LIST : The collection consists of 9 expanding files and folders containing the records of the Duxbury Taxpayers' Association from October 1977 to June 1997. The files and folders are contained in an archival box, measuring 12 inches by 15 inches by 10 ½ inches (width by length, by height). In addition there is a manila envelope and 2 free-standing documents. The files, folders, manila envelope and loose documents use 8 inches of the 15 inch length.

Archival box:

•  1 brown expanding file containing minutes, newsletters and miscellaneous reports written by or submitted to the Board of Directors. Documents are ordered by date 1977-1981.

•  1 brown expanding file labeled “Minutes of Meetings 1982-1990, Have not found”

•  1 yellow expanding file containing minutes, newsletters and miscellaneous reports written by or submitted to the Board of Directors. Documents ordered by date 1991-1996

•  1 manila folder containing By-laws

•  1 green folder labeled DTA-Town Manager contains documents ordered by date relevant to Board of Selectmen and Executive contracts

•  1 manila folder labeled IRS – Tax Exemption contains letters and documents to and from the IRS pertaining to the tax exempt status of the DTA. Documents date from 1979 to 1983 and are not arranged in any order.

•  1 brown file folder labeled on front cover “DTA Survey May 1989” contains results of a survey sent to DTA membership

•  1 brown expanding file labeled D.T.A. Library contains plans and reports pertinent to the Alden Library Project.

•  1 brown expanding file labeled “Newspaper clippings” contains newspaper clippings from 1977 to 1997. Roughly in chronological order. Some clippings undated.

•  1 loose document titled “Proposition 2 ½ : Tax Rate = Total Levy Total Assessment”

•  1 loose document titled “Summary Report: Economic Feasibility Study For a Proposed Expansion of the North Hill Golf Course Duxbury, Massachusetts April 12, 1993”

•  1 manila envelope titles “Miscellaeous [sic]: Golf course Proposal, Library Proposal, Suburba[sic] Coalition, Budget, Waterfront” contains miscellaneous documents from 1990-1994
